PURPOSE OF POSITION

The International Agency for Research on Cancer (IARC) is the specialized cancer agency of the World Health Organization. The objective of the IARC is to promote international collaboration in cancer research.

The mission of the IARC Learning and Capacity Building Branch (LCB) is to coordinate various IARC training initiatives and to promote them both internally and externally. As part of the IARC Courses Programme, one of the growing activities of LCB is to develop and maintain the IARC Learning Portal, aimed at enhancing professional continuous development opportunities for internal and external cancer researchers and health professionals.

Besides the maintenance and further development of this infrastructure, LCB has been increasingly developing learning and teaching material and been involved in capacity building/eLearning projects with IARC scientific branches. In addition to eLearning project management and instructional design, this has increasingly required inhouse competences in graphic design and multimedia.

The aim of the position is to support the further development of the IARC Learning Portal and the development of its contents, with project management, multimedia, infographics, as well as eLearning design and development skills and experience.


DESCRIPTION OF DUTIES

1. Coordinate the design and development of relevant learning and teaching resources.

  • Preparing and carrying out learning needs assessments, with all relevant stakeholders
  • Defining targeted audiences, competencies/learning outcomes and learning objectives
  • Identifying the most appropriate learning/teaching strategies and tools
  • Storyboarding learning and teaching material, in close collaboration with subject matter experts
  • Developing, using a whole range of tools including but not limited to: Adobe Aftereffect, Adobe Premiere, Articulate Storyline, Rise, Webflow, etc.

2. Design infographics and multimedia/video-based elements tailored for different learning topics and for learning projects’ communication campaigns, in line with the IARC visual identity and/or the visual identity of specific projects.

3. Contribute to the management of relevant learning and capacity building projects:

  • Coordinating with internal and external collaborators to ensure the timely implementation of projects’ activities led/co-led by LCB.
  • Monitoring project deliverables and milestones, assisting in preparing reports to donors.
  • Organizing internal and external online and onsite meetings: preparing agendas, circulating necessary documentation to meeting participants, drafting of meeting minutes and follow-up with participants on deadlines
  • Coordinating and facilitating the administrative and financial aspects of the projects, by liaising with the administration and other external contacts and partners
  • Contributing to the elaboration of follow-up projects or other future project proposals, in collaboration with scientific branches.

4. Contribute to the management of the IARC Learning Portal

  • Liaison with platform providers to monitor technical maintenance and evolution.
  • Maintenance coordination of existing material/courses on the platform
  • Creation and monitoring of courses/learning programmes on the platform.
  • Support coordination to users for the upload of new resources and for the management of online facilitated courses.

5. Transfer of knowledge and skills

  • Identify and report on best emerging practices and tools for the production of multimedia and eLearning materials (e.g. through online search, relevant communities of practice or partners such as the WHO Academy).
  • Training of users to create and manage courses on the platform, as well as use of eLearning production tools (e.g. RapidMOOC, Rise).

FUNCTIONAL SKILLS AND KNOWLEDGE

  • Solid knowledge of animation, video editing, eLearning design (storyboarding) and development.
  • Excellent graphic design skills.
  • Demonstrated familiarity with relevant tools and software such as Adobe Creative Cloud software suite, Articulate Storyline, WordPress and Moodle.
  • Demonstrated competencies in project management.

Desirable:

  • Good knowledge of other relevant tools such as online surveys, newsletters
  • Ability to perform editorial work of a non-technical nature.
  • Knowledge of WHO/IARC regulations and procedures

REQUIRED QUALIFICATIONS

EDUCATION

Essential: Graduation from secondary school complemented by Brevet de technicien supérieur “BTS” or equivalent level) and a training in communication, education, arts & humanities, management or relevant field.

Desirable: University degree in a relevant field and/or formal qualification in eLearning, graphic design, multimedia, and/or web development.

PROFESSIONAL EXPERIENCE

Essential: At least five years experience in similar position(s) involving training/eLearning material development (e.g. using tools such as Articulate, Storyline), multimedia development, graphical design, video recording/editing, website development, project management and/or administration of web content/learning management system (e.g. WordPress, Moodle).

Desirable: UN experience or experience in international, inter-governmental work setting with a sound knowledge of rules, practices and procedures; project management experience.


USE OF LANGUAGE SKILLS

Excellent knowledge of English is essential. Working knowledge of French is desirable.

OTHER SKILLS (e.g. IT)

Excellent knowledge of Microsoft 365 package


REMUNERATION

The fixed remuneration for the above position currently amounts to EUR 3,766 per month, and is expressed net of income tax but before deduction of the employee share contributions for mandatory participation in the United Nations Joint Staff Pension Fund (UNJSPF) and in the Organization’s private insurance plans covering health, accident, illness and disability.


Other benefits include different types of leave and allowances for dependent family members. Employment status is that of an international civil servant.


Note: due to the legal status of WHO/IARC as an international organization, its staff do not contribute to and do not generate benefits in French mandatory schemes for health insurance (“assurance maladie”), pension (“assurance vieillesse/retraite or unemployment (“Pôle-Emploi”) throughout their period of employment with the Agency.
